
Under the Electricity Governance (Security of Supply) Regulations 2008, all electricity distributors are required to prepare a Participant Outage Plan. This document must be consistent with the Electricity Commission's Security of Supply Outage Plan and is required for managing severe energy shortages - although these are highly unlikely - and include details of how rolling outages would be planned and implemented.
Rolling power outages are a last resort measure for managing severe energy shortages. Under normal conditions they should not be necessary, but it is prudent to plan for contingencies where they may be required.
In accordance with regulation 8G of the said Regulations, Counties Power is required to make its Participant Outage Plan available to the public after approval from the Electricity Commission. This plan, approved by the Electricity Commission on 7-May-2010, can be viewed at the following link.
